Engineering Staff College, Bangladesh (ESCB)

  • The Institution shall establish a staff college to provide education, training, continuing education, orientation programmes and to store promote and disseminate engineering activities.
  • The staff college shall be named as Engineering Staff College of Bangladesh (ESCB).
  • It shall be an autonomous institution of IEB governed by a Board of Governors responsible to the Council.
  • The Executive head of the ESCB shall be designated as Rector and will be nominated by the Board of Governors and approved by the Council of The Institution of Engineers, Bangladesh.

The Composition of the Board of Governors of the ESCB shall be as follows:

  • The President of The Institution of Engineers, Bangladesh as Chairman of the Board (Ex-Officio)
  • Vice-Chairman to be nominated by the council from amongst the eminent engineer who will preside over the meetings of BoG in the absence of the Chairman.
  • Rector, ESCB who will also act as Executive Secretary of Board (Ex-officio).
  • Director General, Technical Education Department.
  • Vice-President (HR) of The Institution of Engineers, Bangladesh (Ex-Officio).
  • Honorary General Secretary of The Institution of Engineers, Bangladesh (Ex-Officio).
  • Two representatives from the government not below the rank of Joint Secretary (one each) from
    -Ministry of Housing & Public Works
    -Ministry of Education
  • Five representatives from the Private Sector to be nominated by the council.
    -One from Construction & one from Consulting Sector
    -Two from manufacturing Sector
    -One from Medical Sector
  • Two representatives from the public sector organization, to be nominated by the Council
  • Two Academician not below the rank of Professor to be nominated by the council.
  • One representative from each of the following organization.
    -President, ICAB or his nominee
    -President, FBCCI or his nominee
    -President, BMA or his nominee
    -President, Supreme Court Bar Association or his nominee
    -President, Krishibid Institution, Bangladesh or his nominee

Responsibilities of the Board of Governors (BOG)

  • Board of Governors shall decide the policies of the organization.
  • Board of Governors shall approve the Annual Budget, Audit Report etc.
  • Board of Governors shall nominate the Rector for the approval of the council.
  • Board of Governors shall constitute all the standing committees e.g. Academic Committee, Administrative & Finance Committee and other Special Committees and Task Forces as & when needed.
  • Board of Governors shall frame all rules & regulations for conducting the businesses of the organization.
  • Board of Governors may delegate powers to the Rector & other officials of the organization as it may feel necessary.
  • BOG shall approve the organizational structure, manpower of the organization.
  • BOG shall approve all the MOUs, Agreements etc.
  • BOG shall have the power to raise fund.
  • Any other matter referred to it by the council.

Responsibilities of the Rector

  • He shall be the Chief Executive Officer of the organization.
  • He shall act as the Executive Secretary of the BOG.
  • He shall be responsible for running the academic program and the administration of the organization.
  • He shall act as the Principal Accounting Officer of the organization.
  • He shall implement the policies & decisions of the BOG.
  • He shall prepare Annual Activity Plan, Annual Budget, Development Plan of the organization.
